Now i'm not saying that the songs wouldn't fit into the context, but to have a song about human remembering a hero (like johnny guitar) or a song about a legend (Big Iron) be followed up by early rock seems to throw the feeling of the radio off quite a bit, the music is meant to flow, keep an even feeling to it, not stutter from one type of song to another. there was also a theme of "wild west" in NV, that was shown through a lot of Cowboy type songs. In F:NV we had songs like Mad About The Boy to talk about people in power like Mr.House, and a few songs like Big Iron to talk about your character and his actions in some areas (say how/if you helped primm). In FO3 we had Way Back Home to talk about missing the vault, and crazy he calls me to possibly talk about your actions either regarding your father or president eden, maybe even some other quest givers. Songs in fallout keep a theme: it was to point out the good within the bad, and as a side theme, to show the suffering that people feel, and finally to have a nod to certain parts of the story.
